I'm in version Version 21.0.8.0 and I am still getting it even though I have it turned of as you instructed? Thank you in advance.

The thing you should search for is "tips" not "tip".
The setting you want is under the Misc section of settings and it says this: "Show tips at startup".
Just turn that off.
