As far as I can tell this is not a "bug". You may want to consider pushing this problem as Feedback to the developer using this webpage

A bit late but we experienced the exact same issue.
It's a Mint 19 possible bug. The code has changed drastically in Mint 19 and plenty of programs are not working. On the Mint forums some mods are saying it's the code base changes and others are saying it's a bug so until they get to the bottom if it you're stuck with this shitty distro if you upgrade. Mint 18x is still very stable and supported to 2021.
A good rule of thumb is to let the latest and greatest distro bake several months or more before ungrading
