is this what your looking for?
"Download the file type that you want opened automatically in the Chrome browser. You should see it displayed in the downloads bar at the bottom of the page. When it completes, click on the small arrow icon next to it and select the "always open files of this type" option."

Another way
After you download your file, find it in windows explorer, right click it, and select Open With, then click the select default choice, tick off the box saying always use this program, select Slimjet, and windows should remember your choice.

I don't use Torrent so bear with me here. This is what I think your asking for.
If your running the initial torrent file after download and it doesn't point your system to the installation of a torrent downloader you have, than you need to associate that file with your torrent download program. Follow the instructions I posted before only point at your torrent program (such a utorrent or BitTorrent) so my previous instruction would read like this.

After that, when you download the initial torrent file and click to run it, it should call your torrent downloader.
