Why Slimjet 4.0.14.0 have old Flash (based on changelog)?

When I installed this version of the browser on a clean computer and checked in slimjet://plugins that the plug is in the old version (18.0.203.0).

When I checked the installer held slimjet 4.0.14.0 using 7-Zip (unpack installer and portable version) is a file there "peperflashplayer.dll" and "\PepperFlash\manifest.json" it was said, there is an old version.

According to the changelog should be higher, and the option to slimjet://components allow for future updates plugin Flash better than in Chrome:
4.0.14.0
• Make flash player updatable as an component (Visit chrome://components)
• Updated flash player to 18.0.0.209 <------ this point

EDIT:

I Suppose merge floders "slimjet\PepperFlash" and "Slimjet\User Data\PepperFlash\XX.0.0.XXX".
You should then go to avoid new unnecessary directories.

XX / XXX - number version Flash.

http://www.adobe.com/software/flash/about/ shows which flash is really used.
Is .209 for me, without any component updates.

That's what's installed on your system but it doesn't mean Slimjet is using it :(
Settings\Privacy\Content Settings\Plugins\manage individual plugins... That will show you the version your slimjet is using :)

I'm pretty sure the adobe web site recognizes which plugin is contacting it.
But can't magically discover files that are present on the client without being used.

Slimjet has it's own version located in ... C:\Program Files\Slimjet\PepperFlash or C:\Program Files (x86)\Slimjet\PepperFlash for 32bit.
