Is there some way to turn off the new reading list feecher?
Also how to turn it back on?
I'm OK with it as is, but I like complete knowledge.

No
All you can do is click the Show Side Panel icon to toggle the original chromium side panel open and closed to access the reading list.
Just leave it closed? untoggled? unclicked? and it will remain hidden.
Currently the Show Side Panel icon is on the toolbar with no way to hide it.
