I mean ‘Close tab by right click (use Ctrl+right click to access tab context menu)’

Tab closes as soon as the right mouse button is pressed.

Under normal circumstances, shouldn't the operation be performed after the right mouse button is lifted?

I don't think this is a bug.

I think this is expected behavior.

What I see is right-click opening the context menu, and Command-right-click does the same thing. I use a Mac, so Command does almost the same job as Control does with Windows or Linux. To close a tab, I usually middle-click it. Command-left-click is the same as just left-click with any browser except Vivaldi.
It is interesting that Cmd-left-click on a tab with Vivaldi draws an outline of dashes around it.
