change order of startup pages

Today, when I added a new startup page to my list, I was unable to move the new webpage up between two existing pages. I thought I remembered being able to do this in the past but no amount of working with the mouse could budge the new entry from last place on the list.
Is there a way to get this to work? Thanks.
