I have an extension called "GetCRX" which will pack a .crx file for an extension from the Google Chrome addons site. I get a similar error message but the download works anyway. (What I get is: Error: Failed saving <whatever>.crx: USER_CANCELED.) Afterwards I have to close the dialog box with the error message. I found that it is the best way to update an extension. If I did not do it that way, I would have to delete the extension, then install the newer version.

Solved!
I usually run sandboxed, so I tried a download using Slimjet unsandboxed and it worked. I tried other browsers unsandboxed and they worked.
So I went to the Sandboxie site forum and there it stated that the latest version had screwed permissions for downloads and that there was a fix.
I upgraded and everything was back to normal.
So I had been going up blind alleys all the time.
