This is what I use for uninstallation in general:

The free version should be good enough for what you want to do.
What is does is first uninstall an application the Windows way, then does a sweep of registry entries and then a sweep of leftover files.
It pauses after the sweep to you can decide what goes what stays.
Be careful about things like shared DLLs.

Windows only.. Find the right folder for your version of Chrome in this path C:\Users\YourUserNameGoesHere\AppData\Local\Google, inside it there should be a folder called "User Data", delete it.
