When the user puts in a URL or title in creating a thumbnail, shouldn't the choice switch from "Automatically use a frequently used site" to "Use fixed URL or command?" And shouldn't it stay there when the user returns to edit the thumbnail? Right now it doesn't, so any entry in the lower boxes is ignored unless the user makes the switch manually each time.
