Bookmarks do not scroll down with mouse scroll wheel

If I am at the top of bookmarks list when clicking Menu-->Bookmarks and I try to scroll down the list of Bookmarks using the mouse scroll wheel, it doesn't scroll down. Looks as if stuck.
I have to use the bottom arrow in the list to scroll them down. Once they have scrolled down a little, bookmarks start responding to mouse scroll wheel.
