[Feature Request] A No New Tab Toggle

I visit sites from time to time that like to open new tabs or windows to get my attention. I would like to be able to toggle off and on the browser ability to open ANYTHING in a new tab or window. In other words when a webpage makes the request to open a new tab or window it is pointed at NULL and simply ignored.
