enable dns over https (doh) or dns spoofing protection(like yandex)?

I use xubuntu linux 18.04, slimjet does not have a "doh" flag, can I enable an encrypted dns server?
Can you specify a DNS server outside any particular application?
I'm not using Linux and can't tell you exactly how, but maybe this Windows dialog will help you get there.
