How to open flags?

How do I open what in Chrome would be chrome://flags/#extensions-menu-toolbar? I always get redirected to http://slimjet/flags and so get a website not reachable error. I hate the new way extensions are treated, I was lucky to change it for the 28 version, but Slimjet doesn't remember my settings on updating, so have to change it again manually but can't find it.
