How do I get to the new cookie options for version 27?

These:
Allow manage cookies on a per-site basis.
Added option to block third-party cookies.

Settings > Privacy and security > Cookies and site data > Block third-party cookies

I'm wondering if it really provides extra security to block 3rd party cookies when I already delete all cookies on exit?

I'm already aggressively blocking all manner of bad stuff.

I'll try blocking 3rd party cookies and see if it breaks anything, but I'm guessing there's not much cross site tracking going on with me now.
