If you hover and not click the mouse over a tab that is not the focus for 1/2 to 1 second the browser would go into a mode where it will display each tab the mouse passes over until you move the mouse from "hovering" over the tabs in which case that final tab could become the focus or it could be that hover mode would also end when you click on a tab to make it the focus. The delay could be perhaps twice as long as it takes for the little popup window with the title of the window displayed.

Or instead of a hover timer it could be placement of the mouse over the Tab Icon would activate the hover display mode?
