Inconsistency in position of new tab

If setting “Place new tab from an existing tab at the end of all tabs” is OFF, and setting “Open new tab from an existing tab in foreground by default” is ON, everything is great, just the way I like:
1) New tabs opened by middle clicking on links open to the right from current tab
2) Chromium’s internal pages (chrome://*) , including new tab page opened by “+” button, open at the end of Tab strip
3) Middle clicked bookmarks open at the end of Tab strip
This behavior allows interrelated tabs to be grouped together.

The problem appears when setting “Place new tab from an existing tab at the end of all tabs” is OFF, and setting “Open new tab from an existing tab in foreground by default” is also OFF. New tabs behave differently from the description above (but they should not):
1) New tabs opened by middle clicking on links open at the end of related group of tabs
Points 2) and 3) are the same

When setting “Place new tab from an existing tab at the end of all tabs” is OFF, and setting “Open new tab from an existing tab in foreground by default” is OFF, please, make new tabs opened by middle clicking on links open to the right from current tab. And leave opening of Chromium’s internal pages and middle-clicked bookmarks as is - at the end of Tab strip.

In case you are hesitant to change this behavior for all users, add new option “Always open related tab to the right from current tab”, please.
