Since version 21.0.2.0, I cannot change the Flash settings any more, because it is impossible to block or allow Flash for specific websites. The respective buttons are missing as you can see here:

chrome://settings/content/flash

It used to work fine until version 20.0.5.0.

Is this intended or is it a bug?

Google decided to block flash everywhere for better security. You have to enable it now each time on each website you want to use it on. So, it's intended, not a bug.
