Proxy Setting turns grey, how to reactivate?

The Proxy Setting icon (a globe) on the tool bar turned grey and cannot be reactivated. This first happened when an extension program "Google Assistant" was installed which was used to jump the Chinese firewall to browse simple restricted websites in China such as google, gmail, etc. The extension worked well, meanwhile the Proxy Setting icon was grey/deactivated and I cannot choose using proxy or direct connection. After this extension was uninstalled, the Proxy Setting icon was still grey/deactivated. Please help to trouble shoot. Thanks.

My guess is the Chinese are getting clever about their firewall.

Try it with another browser and see what happens.
