If you have not done so. Check the pepperflash folder to see if it has the current version. Sometimes the client reports an older version while the up to date version is present.

I do not see a way to toggle this behaviour for the omnibox. It is probably a feature added by the Vivaldi developers.

I've experienced the same issue on one laptop with a normal installation, but works fine for the other installations for other family members.
