The "can't load plugin" issue only affected Flash PPAPI 23.0.0.162, and was fixed by Adobe with the release of Flash 23.0.0.185 on October 11 (see https://helpx.adobe.com/flash-player/release-note/fp_23_air_23_release_notes.html#fixed_issues ), which works perfectly on Vista with Slimjet 1...
