it appears to be isolated to the side panel; it works just fine for me if I do it from a folder on the bookmark bar

I don't see a Settings entry that specifically addresses this exact action. Something may be wrong with the installation, I would uninstall and re-install. I would use the offline installer for the re-install.

I'm pretty sure he forgot to roll the version number forward. I'm pretty sure we are getting 30.0.5.0 installed, the offline installer indicates that it is.
