Go into Settings
search for "Memory"
You will get two hits. If either one is turned on, turn it off and see if that deals with your problem. In particular it will likely be the new Memory Saver which I think has been turned on by default.

I know you mentioned that you turned off your YT extensions. Assuming you have other extensions, have you tried turning them all off? Other than that nothing else comes to mind. I don't have any issues going full screen on YouTube.

However, I think others are experiencing similar issue.

That is how it read in some previous iteration. Likely he didn't remember what it has been changed to.
