Extensions are written to support the browser not the other way around. It is possible one of your extensions has not been properly updated for this chrome version. You should disable all your extensions and turn them back on one at a time to see if you can work out if that is the problem.
For those of you who wear aluminum foil hats, the voices lie, don't believe them!

The first picture looks like Icons are grayed out and unable to function. And I focused on an active full color icon vs all the grayed out icons. I see now there is a line of icons peeking out above the Menu. Yes, but it does not solve the problem. Extension manager can only enable and disable. Many extensions are managed only through the icons on the panel. I need access to extension icons to manage their functions.
